Trajectoire du mouvement euskaltzale
Comme tous les mouvements sociaux, le mouvement des euskaltzales a connu des hauts et des bas au cours de son histoire : l’apparition de nouvelles associations, la disparition de certaines d’entre elles, des initiatives couronnées de succès, d’autres qui ont moins bien fonctionné, des succès, et des échecs.
Nombreuses sont les dates, les initiatives et les personnes qui ont jalonné l’histoire des associations de langue basque, mais nous avons choisi de n’évoquer dans ce résumé que celles qui ont joué un rôle important dans le développement du mouvement social.
1990 marque le début d’une nouvelle étape pour Elgoibarko Izarra. Emboitant le pas aux associations de défense de la langue basque apparues dans son environnement immédiat, Elgoibarko Izarra devient le point de rencontre des euskaltzales. Par la suite, assumant toutes les fonctions et toutes les caractéristiques d’une association de défense de la langue basque, Elgoibarko Izarra fait de la promotion de la langue basque son objectif principal.

Le pari de la revue Ttipi-Ttapa consistait à fournir des informations de proximité en langue basque et à les distribuer de maison en maison. Ce faisant, Ttipi-Ttapa est devenue une véritable référence dans le domaine des informations locales dans sa zone de distribution. Elle a ouvert la voie aux médias locaux apparus un peu plus tard dans différents villages et dans toutes les régions d’Euskal Herria. Il faut dire que les facilités offertes par les outils d’autoédition ont favorisé l’émergence d’une multiplicité de revues locales et que celles-ci sont devenues les médias les plus populaires dans de nombreuses régions.

Cette association a été créée à l’issue d’une série de débats consacrés à la sociolinguistique par plusieurs euskaltzales d’Arrasate unis par un même désir d’inspirer la volonté d’utiliser la langue basque. Ses deux principaux objectifs étaient de créer des outils et des espaces permettant aux habitants de cette localité d’utiliser la langue basque dans leur vie de tous les jours et d’organiser la communauté euskaltzale.
L’association AED a joué un rôle de précurseur (suivant son exemple, des dizaines d’associations locales de défense de langue basque sont apparues en Euskal Herria). Elle a également inspiré plusieurs projets qui ont servi d’exemple dans différents domaines. C’est à son initiative, ou avec son soutien, que sont apparus différents projets comme l’association Txatxilipurdi (qui propose des activités de loisirs aux enfants), et l’association ARKO (Arrasateko komunikabideak – Médias Arrasate), qui allait à son tour donner naissance à la revue Arrasate Press, à l’association Arrasate Telebista et à Radio Arrasate. Par la suite, ARKO s’est unie aux autres associations de promotion du basque à l’échelle régionale pour créer le groupe Goiena. AED a aussi servi de modèle au groupe EuskaLan, qui se charge de promouvoir la langue basque dans le domaine professionnel, et à l’association féminine d’euskaltzales Ekin Emakumeak.

La thèse publiée en 1987 par José María Sánchez Carrión, dit « Txepetx », reprise dans le livre Un avenir pour notre passé : clés pour la récupération de la langue basque et théorie sociale des langues, puis les études sociolinguistiques et les bases théoriques apparues dans son sillage ont eu un impact significatif sur la création des associations de promotion de la langue basque qui se sont formées dans les années 90. C’est pour développer et analyser les bases historiques de Txepetx avec les professeurs de l’école Eskoriatza (aujourd’hui HUHEZI) de l’université Mondragón qu’un groupe d’euskaltzales a décidé d’organiser le séminaire Adorez eta atseginez. L’important travail de vulgarisation réalisé par les participants de ce séminaire a constitué une aide précieuse pour les nouveaux membres des associations de promotion de la langue basque.
Notons également que c’est à cette époque que l’association AED fonde la revue Jazten dont 10 numéros, publiés de 1989 à 1994, fournissent un outil de réflexion essentiel aux associations de défense de la langue basque. Ces numéros, ont été numérisés et sont consultables sur notre site Web.

Lancé par l’association de défense de la langue basque Bagera, ce projet s’est rapidement étendu à différentes localités et différentes régions. Commencée au Guipuscoa, son expansion géographique se poursuit en Biscaye à la fin des années 90 ; et à partir de 2004, le projet est étendu à l’ensemble d’Euskal Herria. Le premier séminaire consacré au projet mintzalaguna a lieu en 1998, à Eibar.

C’est également dans le cadre de ces journées que l’on commence à parler d’organiser les associations de promotion de la langue basque et de collaborer avec d’autres entités. Au cours de leur intervention intitulée “Euskararen normalizaziorako entitateen arteko elkarlana” (collaboration entre entités de normalisation de la langue basque), Iñaki Arruti et Fernando Muniozguren évoquent la nécessité de créer dans chaque localité des espaces appelés Normakultzaindia.
Toutes les interventions effectuées au cours de ces journées sont publiées dans les numéros 8 et 9 de la revue Jazten.

Le Kafe Antzokia est ouvert pour offrir une référence à la fois physique et symbolique aux euskaldunes dispersés dans les différents quartiers de Bilbao. On doit cette initiative à Gabriel Aresti et à son association Zenbat Gara. Les fondateurs du Kafe Antzokia voulaient créer des espaces et des moments, hors du cadre de l’euskaltegi, des lieux de loisirs où les personnes qui étudiaient le basque pourraient interagir naturellement dans cette langue. Par la suite, c’est au Kafé Antzokia que devaient apparaître différents projets (notamment la radio locale Bilbo Hiria, la maison d’édition Erroa, le groupe carnavalesque Algara, ou le club de loisirs Kurkuluxetan).
Ce projet, qui est devenu une référence dans la culture basque, en inspire d’autres, et divers lieux de rencontre sont créés par la suite dans différentes localités d’Euskal Herria.

La séance de constitution se déroule le 1er février 1997 à Durango. Elle réunit les 29 associations d’Alava, de Biscaye, du Guipuscoa et de Navarre pour former la fédération Euskara Elkarteen Topagunea.
C’est également au cours de cette réunion qu’est créé le premier comité de direction constitué de 9 membres directeurs et présidé par Fernando Muniozguren, représentant d’une association de promotion de la langue basque d’Eibar, ...Eta Kitto! euskara elkartea.
Les commissions culture, communication, accords et loisirs sont formées dans les mois suivant la création de la fédération.

Ce projet devient vite l’emblème du tout nouveau Euskaltzaleen Topagunea. Il continue à « rouler » jusqu’à ce jour pour présenter le travail des créateurs euskaldunes sur tout le territoire d’Euskal Herria.
L’objectif principal de Kultur Errota est de faire connaître les créations culturelles en langue basque et de les présenter dans les villages où il existe des associations de promotion de la langue. Dans ce but, l’association a organisé un vaste circuit pour effectuer des projections en petit format afin de permettre aux créateurs bascophones de faire connaître leurs travaux.
Il s’agit du premier projet mis en œuvre par la commission de la culture. Dans les années qui suivent, il est rejoint par différents projets organisés par des membres d’associations basques en charge des activités culturelles.

Au cours de ces premières années, d’importantes avancées sont réalisées, notamment pour centraliser les services susceptibles d’être utiles à tous, comme le service informatique (qui fonctionna pendant plusieurs années) ou la gestion centralisée des subventions (qui fonctionne encore actuellement).

Au cours de ces premières journées, la gestion des associations de promotion de la langue basque est analysée et une réflexion est menée sur le développement de chaque domaine d’activité des différentes associations. Plusieurs membres d’associations basques, représentants de mouvements sociaux et entrepreneurs sont invités à y présenter leurs interventions.

Asteburuetan.com est le premier projet lancé par Topagunea pour encourager la participation des jeunes et des adolescents. Créé pour dynamiser les activités culturelles pendant les temps de loisirs, ce projet repose sur trois points essentiels : Gazte Kultur Zirkuitua (circuit proposant aux jeunes des ateliers en lien avec la création culturelle), Gazte Sortzaileak (recherche de jeunes créateurs(trices) à intégrer aux différents circuits pour offrir des références culturelles aux jeunes), et Gazte Sortzaile Sariak (concours annuel organisé à l’intention des jeunes créateurs(trices).
À partir de 2004, deux concours sont organisés dans le cadre de Gazte Sortzaile Sariak: Euskal Herriko Graffiti lehiaketa (un concours de graff) et Ikus-entzunezkoen Rallya (un rallye de créations audiovisuelles). Le premier concours de graff, intitulé Spraikada, a lieu à Mendaro en 2004. Il y en aura six au total. Le rallye des créations audiovisuelles s’intitule Kameratoia (le premier a lieu en 2005. Il se déroule pendant toute une journée à Eibar). C’est maintenant un événement annuel.

Laburbira et, par la suite, Kameratoia, ont été les points de départ du travail d’Euskaltzaleen Topagunea dans le domaine de l’audiovisuel. Au cours des années suivantes, deux autres initiatives sont lancées pour aider les auteurs de créations en langue basque à se faire connaître : Irudienea, un concours de productions audiovisuelles en langue basque organisé à Durangoko Azoka (la foire de Durango), et le concours Benito Ansola, organisé lors du Zine Bilera de Lekeitio pour promouvoir les créations audiovisuelles bascophones.

Au cours des années suivantes, l’accord passé entre le secrétariat d’État à la Politique linguistique et Euskaltzaleen Topagunea joue un rôle déterminant dans la mise en place du plan Bidaide dont l’objectif est la diffusion et le renforcement des projets de mintzapraktika. L’accord passé par la suite avec AEK conduit à un grand développement. En quelques années, les projets de mintzapraktika s’étendent quasiment à l’ensemble d’Euskal Herria et le nombre de leurs participants passe de 3600 à 6000.
C’est également en 2006 qu’est organisée MintzaEguna, la fête des membres de la communauté mintzalagun. Les mintzalagunak (personnes participant à la Mintzapraktika) s’y retrouvent chaque année, en mai ou en juin, dans une des localités d’Euskal Herria. La première MintzaEguna se déroule entre Iruñea (Pampelune) et Atarrabia.

C’est à l’issue d’un long processus de réflexion que le document « Euskaldunon elkarteen oinarriparrak » (bases et défis des associations d’euskaldunes) est approuvé lors du congrès du 26 février 2011, à la Alhóndiga de Bilbao. Le rapport qui venait d’être approuvé pointait les principaux défis du mouvement des euskaltzales pour les décennies à venir. Il était le fruit d’une année de travail. Les bases de l’intervention avaient été proposées par une commission spécialement créée dans ce but et enrichies des apports réalisés par les différentes associations.
Cette intervention définit les orientations de travail d’Euskaltzaleen Topagunea pour la décennie suivante.

L’une des premières décisions prises à l’issue du congrès fut de remplacer le nom de Topagunea Euskara Elkarteen federazioa par celui d’Euskaltzaleen Topagunea.

En 2012, la professionnalisation de ce secteur et son rythme soutenu conduisent à la création de Tokikom, une entité proche de Topagunea issue de la convergence de médias locaux. 20 associations gestionnaires de différents médias participent à la création de Tokikom, rejointes par Euskaltzaleen Topagunea en qualité de membre fondateur. Aujourd’hui, les membres de Tokikom gèrent 60 médias spécialisés dans l’information de proximité. Les 3 principales fonctions de Tokikom sont l’intermédiation dans le secteur des médias locaux, la gestion des services communs, et le développement de ce secteur d’activité.

Dans ce premier document, le groupe Topalabe déclare que le processus de normalisation de la langue basque est entré dans un cycle de changement. Il analyse ce changement de cycle dans un document intitulé Berrikasi eta Berrikusi dans lequel il fait une lecture critique des dernières décennies et suggère des stratégies susceptibles de jouer un rôle déterminant dans le nouveau cycle. Une fois diffusées, ces réflexions donnent lieu à des débats au sein des entités impliquées dans le processus de normalisation de la langue basque au cours de mois suivants.

Au total, 225 000 personnes y participent et endossent les rôles d’ahobizi ou de belarriprest dans le cadre de l’initiative « 11 jours en basque », une initiative coorganisée par des commissions créées dans 405 localités de toute l’Euskal Herria et plus de 200 entités différentes. Euskeraldia est une initiative mise en place par Euskaltzaleen Topagunea en coordination avec des institutions de toute l’Euskal Herria (gouvernement basque, gouvernement de Navarre, communauté d’agglomérations du Pays basque, l’organisme public de la Langue basque) ainsi que des agents promoteurs venus d’euskalgintza et d’autres horizons. Après cette première édition, Euskeraldia revient maintenant tous les ans.
D’autres initiatives avaient précédé Euskeraldia. En 2013, Euskaltzaleen Topagunea avait étendu à l’ensemble d’Euskal Herria l’initiative Euskarak 365 egun organisée pendant deux ans par l’association Berbaro (Durango) à l’occasion de la Journée internationale de la Langue basque. Ses objectifs étaient de faire reconnaître le travail réalisé par le mouvement euskaltzale tout au long de l’année et de donner aux euskaltzales la place qui leur revenait. Euskaltzaleen Topagunea a existé pendant cinq ans avant de laisser la place à Euskeraldia.
Euskeraldia est la résultante de diverses initiatives d’activation sociale apparues au niveau local en différents points d’Euskal Herria. Inspirée de l’initiative de Lutxo Egia (à Bilbao en juin 2015), l’initiative menée en 2016 par les habitants et habitantes du quartier d’Egia à Saint-Sébastien s’étend à toutes les communes d’Euskal Herria : Agurain, Arrigorriaga, Lizarra, BAM (Bayonne-Anglet-Biarritz), Zuia, Deusto, Trapagaran, Lasarte-Oria et d’autres. C’est la méthodologie utilisée à Lasarte-Oria (basée sur les rôles d’ahobizi et de belarriprest) qui est le point de départ d’Euskeraldia.
